COVID Restrictions Support Scheme (CRSS) – Deadlines

The Covid Restrictions Support Scheme (CRSS) was announced on Budget day and further details were included in the Finance Bill 2020 which was published on 22 October 2020.

Please be advised that on Friday 4th December, the Minister for Finance made some announcements in relation to the CRSS stated below.

Deadline for claim periods beginning 13 October 2020 and 22 October 2020:

The most recent period of restrictions covers the period 13 October 2020 to 1 December 2020. If a business was restricted in a relevant geographical location at Level 3 their claim period runs from 13 October to 1 December, whereas the claim period for a business affected by Level 4 or 5 restrictions runs from 19 October to 1 December.

The CRSS claim systems is operated on a weekly basis, therefore:

  • for claim periods beginning on 13 October 2020, businesses must register and claim before 13 December at the latest;
  • for claim periods beginning on 22 October 2020, when nationwide Level 5 restrictions were put in place, businesses must register and claim before 20 December at the latest.

Please contact us as soon as possible if you wish for us to make a claim for your business for these periods.

Restart Week:

Businesses that have qualified for CRSS in respect of a period of restrictions will, in certain circumstances, be eligible to claim an additional week of support (ACTE) under the scheme – a “restart week” – where the business is recommenced on the lifting of Covid restrictions.

To qualify for the restart week, the following conditions apply:

  • The relevant business must have been subject to restrictions, which required the business to either temporarily close or to significantly reduce its activities, such that the business was eligible to claim an ACTE, for a continuous period of not less than three weeks;
  • The relevant business activity must be recommenced within a reasonable period of the lifting of the restrictions. What is a reasonable period of time will depend on the particular facts and circumstances, but the claim for the restart week should only be made when the business either is about to recommence its activities, or has recommenced those activities.

Additional seasonal support for businesses who cannot reopen through December 2020

Qualifying business that remain closed through December due to public health restrictions will be entitled to a double payment of weekly CRSS for a period of three weeks subject to the statutory maximum payment of €5,000 per week.

This will be payable for the weeks beginning 21st and 28th December 2020 and 4th January 2021. All businesses benefiting from this additional seasonal support will still qualify for the additional ‘restart week’ under CRSS once they can reopen.
